A red-line is based on the concept of social order, of civilization. It is based on a fundamental concurrence about how humans (and systems and nations) can treat one another. But whose civilization? Who is considered to be part of that civilization and, by extension, its protection? Who gets to determine a red-line and (perhaps the most haunting question) where do the dehumanized fall in this discourse?
